S-400 perkt Israëlische almacht in. Vreest link Rusland – Iran – Hezbollah. Leger: breken van verzet Westoever pas in 2016.
Rusland terug in Midden-Oosten, niet alleen in Syrië
Zet uw S-400 op vak vier en neem een kanskaart
Rusland heeft in Syrië luchtdoelraketten geïnstalleerd die tot diep in Israël (Tel Aviv) vliegtuigen uit de lucht zou kunnen halen. Het gaat om het S-400 systeem. Van de S-300, de vorige minder geavanceerde versie, worden volgens berichten in de Engelse Daily mail en de Jerusalem Post, exemplaren worden geleverd aan Iran. Deze ontwikkeling heeft volgens Jpost twee consequenties voor Israël. ‘The first is that Russia’s allies on the ground in Syria, who happen to be Israel’s bitter enemies, will now expand their troublesome presence near the Israeli border. Specifically, the Iranian Revolutionary Guard Corps, its transnational terrorist unit the Quds Force, Hezbollah forces and Assad military units.’
In de tweede plaats beperkt het de Israëlische mogelijkheden om vanuit de lucht informatie over de gang van zaken in Syrië te verzamelen en daar aan te vallen: ‘The second consequence of Russia’s operations in Syria is that it complicates Israel’s own extensive intelligence efforts and, according to international reports, covert strike sorties (onopgemerkte bombardementen) over Syria.’
Strategische vragen ivm Russische aanwezigheid
De Russische aanwezigheid (op verzoek van de Syrische regering) botst in principe met het gegeven dat Israël zichzelf het recht geeft (onder protest van de Syrische regering) om aanvallen uit te voeren boven Syrië. Dat heeft Israël sinds 2013 ook herhaaldelijk gedaan. Volgens berichten ook zeer recent: ‘At the start of the week, international media reports claimed Israeli aircraft carried out air strikes in Syrian airspace, reportedly attacking numerous Hezbollah targets in the Qalamoun mountain region near the Lebanese border, possibly to intercept a weapons convoy to Lebanon. If true, the reports indicate that Israel has no intention of standing down on the enforcement of its redline against arms trafficking to Hezbollah, irrespective of the Russian air presence in the neighborhood.’
Deze situatie heeft alles te maken met de wens van de Israëlische luchtmacht om wapentransporten vanuit Iran via Zuid-Syrië naar het Libanese Hezbollah op ieder moment aan te kunnen vallen, zonder dat achteraf bewezen kan worden dat het de Israëlische luchtmacht was. De Israëlische oud-generaal en analist Amidror: ‘What does the Russian involvement mean for Israel’s ability to undermine Iran and Hezbollah’s force-building efforts? And how far would Iran go to leverage its ties with Russia and paint Israel into a corner? Moreover, given the complexities created by the Russian presence just north of the border, how much of Iran and Hezbollah’s antics would Israel be willing to tolerate before it retaliates? What would Russia do opposite a forceful Israeli response, should the situation call for one? Would Russia refrain from weighing in on an aggressive Israeli response in an area it is seemingly responsible for? Could it really remain unfazed?’

Etikettenbesluit Europese Commissie (EC): genuanceerd
Israël heeft de diplomatieke contacten met de EU een paar weken opgeschort uit protest tegen het EU-besluit. De VS beschouwen het besluit blijkbaar als een geoorloofd drukmiddel en niet als een boycot van Israël: ‘The European Union’s guidelines on consumer labels for Israeli products produced over the pre-1967 lines is not tantamount to a boycott of Israel, Edgar Vasquez, a State Department spokesman (said).’
Het besluit wordt door de EC uitvoerig toegelicht. De hoofdlijn is: ‘The guidelines left the decision regarding placing consumer labels on products to member states. Labeling is mandatory (verplicht), the commission said, for fresh fruit, vegetables, wine, honey, olive oil, eggs, poultry, organic produce and cosmetics. For packaged food and other products, it is voluntary (vrijwillig), unless its omission misleads the consumer into believing that the product was produced in Israel.’

Haaretz: Leger bereid zich voor op langdurige uitputtingsslag
Haaretz brengt vandaag een uitvoerige analyse vam Amos Harel van het voortduren van het geweld tussen het leger en de opstandige Palestijnse bevolking. Het leger gaat er blijkbaar van uit dat het niet zal lukken om het verzet zeer binnenkort te breken. Deze week zijn grote aantallen reservisten in paraatheid gebracht: ‘The army is preparing for the possibility of deploying as many as 70 reserve battalions on unplanned operational activity in the West Bank next year, at a cost of some 300 million shekels ($77 million).
The first call-up orders for operational duty in the West Bank in January were received this week by four reserve battalions. But the 2016 plans drawn up by the Israel Defense Forces call for many other such battalions. The General Staff doesn’t know how long the current clashes with the Palestinians will last. But its working assumption is that many months will pass before the violence ebbs. If so, it will need many reservists, in part to replace regular troops so they can train as scheduled.’
De veiligheidsdienst komt volgens een recent rapport weer tot een analyse van de orrzaken van het verzet, die afwijkt van wat de regering telkens zegt (namelijk de terroristische wens om Israël te vernietigen en joden aan te vallen): ‘A document published by the Shin Bet security service this week, its first attempt at profiling the perpetrators of recent attacks, said their motive is “a feeling of national, economic and personal oppression, as well as personal or psychological problems.” This dovetails with what Military Intelligence chief Herzl Halevi told the cabinet — that one reason for the current violence is the anger and frustration felt by Palestinians, especially the younger generation, who feel they have nothing left to lose. These explanations don’t match the government’s official line, which is that the terror stems solely from a desire to destroy Israel rather than frustration over the impasse in the peace process.’

Amnesty: buitengerechtelijke executie
Amnesty International komt in de zaak van de gedode man in het ziekenhuis van Hebron tot de conclusie dat het een buitengerechtelijke executie betrof: ‘(…) the killing of a 28-year-old Palestinian by undercover Israeli forces during a raid on the al-Ahli hospital may amount to an “extrajudicial execution”.’
